This report describes the state of JTF staff training for operations other than war and reviews relevant computer game and collaboration technologies.  It then proposes a low-cost training environment, called DICE (Distributed Interactive Collaboration Environment).  DICE allows multiple geographically distributed participants to collaborate and communicate via a networked system.  The sponsor for this project was DARPA's Advanced Simulation Technology Thrust program.
