1.       Successfully demonstrate an understanding of Presidential Decision Directive 56 in accordance with the National Defense University Handbook for Interagency Management of Complex Contingency Operations.

2.       Definition of a Pol Mil Plan

 

•          The Pol Mil Plan is a planning tool that articulates

•          Mission

•          Objectives

3.       Purpose of the Pol Mil Plan is to:

 

•          Build interagency consensus on key elements of the operation

•          Assist in synchronizing agency efforts

•          Enhance transparency of interagency planning

•          Ensure that all key issues are raised during planning

•          Articulate strategic guidance to the field

•          Identify/support US interests

•          Articulate the end state of the operation

 

 

4.       Development of a Pol Mil Plan

 

•          The Deputies Committee authorizes agencies to begin planning for U.S. participation in complex contingency operations.

•          Executive Committee starts development of Pol Mil Plan by staffing the effort.

•          Interagency agreement is reached on national interests involved, mission statement, and US objectives and desired end state prior to writing of the Pol Mil Plan

•          Once agreement is reached, agencies begin detailed planning in accordance with their directions from the ExComm.

•          The ExComm reviews the plan and if needed, directs agencies to modify the plan.  This iterative process continues until the plan is complete.

•          ExComm briefs the completed draft of the Pol Mil Plan to the Deputies Committee during the interagency rehearsal.

•          The purpose of the rehearsal is to:

•          Identify disconnects and differences among agencies or working groups in mission objectives, responsibilities, timing/synchronization, and resource allocation

•          Deputies Committee evaluates the draft Pol Mil Plan to ensure that it is:

•          Effective (supports the US mission and achieves objectives according to planned milestones and timelines)

•          Integrated (agency efforts are complementary and synchronized), and

•          Executable (agencies meet all legal, resource, & financial requirements prior to authorization of the operation)

•          Modifications from Deputies Committee are incorporated into the Pol Mil Plan.

•          After each complex contingency operation, the ExComm charters an after action review to evaluate the development and implementation of the Pol-Mil Plan.  Lessons learned from the AAR are to be incorporated into the planning and execution process for subsequent CCOs.

 

 

 

 

 

 

 

 

 

 

 

 

 

5.       Components of a Pol Mil Plan

 

•          Situation Assessment

•          What are the most critical events, from your agency’s perspective, that should shape the USG’s response?

•          What are the “weakest links” in the information you’ve been presented?

•          Based on the gaps in the information, what assumptions have you made?

•          What agencies would you immediately contact to fill-in the unknown?

•          U.S. Interests

•          What are the U.S. interests in the order of priority?

•          What agencies should be involved in prioritizing the U.S. interests?

 

•          Mission Statement

•          Based on the USG interests, what strategic purpose should the USG pursue in its response to the current situation.

•          What should be the USG short-term response?

•          What should be the USG longer-term response?  How are you defining short and longer-term?

 

•          Objectives

•          Based on the strategic purpose, what are the U.S. objectives vis-a-vis the current situation?

•          What are the short-term and long-term objectives?

•          What key considerations (military, civilian, economic, domestic, multinational, etc.) will be shaping the U.S. objectives?

 

•          Desired End State

•          What are the conditions the USG is hoping to create that will define the proposed operation as a success?

•          Can you define criteria that would allow the USG to evaluate whether the desired End State has been met?

•          What assumptions are you making while developing the criteria?

•          What part of the USG will be making the final decision regarding the success of the operation?

 

•          Concept of Operations

•          What agency will take the lead in overseeing the operation?

•          What agencies should be involved in preparing for the operation?  Who will take the lead?
