OBJECTIVES
1. Successfully
demonstrate an understanding of Presidential Decision Directive 56 in
accordance with the National Defense University Handbook for Interagency
Management of Complex Contingency Operations.
At
the end of this topic the trainee will be able to:
1. Identify the
chain of command for managing complex contingency operations.
2. Explain the
Interagency Process.
3. Determine the
role of the Executive Committee (ExComm) when developing a Political Military
(Pol Mil) Plan for complex contingency operations.
2. Explain the importance of the Deputies Committee when forming an ExComm for complex contingency operations.
3. List the duties of the ExComm during the development, evaluation, and implementation of Complex Contingency operations.
4. Identify the steps required during interagency rehearsal.
5. Define the responsibility of the Deputies Committee in reviewing the Pol Mil Plan.
6. Determine the
role of ExComm during the different phases of strategy planning.

1. Introduction
Subordinate committees report to the National Security
Council (NSC).
Each new administration can adjust the structure it has
become fairly consistent
Presidential Decision Directive 2 set the structure as:

Group, Core Groups, etc) |

Interagency Process
The NSC-led interagency process
Identifies policy issues and questions
Formulates options
Raises issues to the appropriate level for decision within
the NSC structure
Makes decisions where appropriate
Oversees the implementation of policy decisions
Process involves extensive coordination within and among
the agencies of the executive branch.
Benefit is that it is thorough and inclusive (each
organization brings its own practices and skills to the interagency process

7. The
Executive Committee (ExComm)
Oversees the integrated pol-mil planning and
implementation procedures.
First task is to begin developing the pol-mil plan

Executive Committee (ExComm) for each complex contingency operation.
